In the past, Insurance companies had taken off the shelf products and tried to make them fit the needs of the Registered Training Organisation (RTO) and appease the underwriters which in most cases provided a misfit product that was quite expensive. According to the 2007 Australian Quality Training Framework (AQTF) Standards and 2010 AQTF Standards, Registered Training Organisations (RTOs) must have all the insurance cover necessary to carry out its business.
